IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." was read the first time and referred to the Finance Committee. The Governor's transmittal letter dated January 17 follows: "Dear Speaker Stutes: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to appropriations for the State’s operating expenses for Fiscal Year (FY) 2023 and supplemental appropriations for Fiscal Year 2022. This appropriation bill includes $5,973.8 million unrestricted general funds, $865.5 million designated general funds, $1,620.6 million other state funds, and $3,170.1 million federal funds. The FY 2023 budget continues to invest in public safety and emergency management, infrastructure development and creating jobs, funds K-12 education at the full formula level, and includes a Permanent Fund Dividend based on the 50/50 Permanent Fund constitutional amendment proposed by my Administration. A 50/50 Permanent Fund Dividend is estimated to be $2,564 for each eligible Alaskan.
